This is an injection-plastic military vehicle model kit.

This set is comprised of Tamiya’s excellent JGSDF Light Armored Vehicle kit supplemented with Tamiya’s “Iraq Humanitarian Assistance Team” set of five unbuilt and unpainted figures, at a price 1,100 yen cheaper than if purchased separately. What a bargain! Heck, this set WITH the figures is still 300 yen cheaper than the standard LAV kit alone!
