This is an injection-plastic military vehicle model kit.
From the manufacturer:
During the renovations to the PzKpfw.II tanks, the vehicles were converted to turretless transporters used in sapper units. Sometimes large wooden cargo trunks were used in place of the turret, additionally covered by tarpaulin.
This kit includes photo-etched tracks.
